Fay and Carl were the sons of Z.T. and M.J. Stump.  They are pictured here wearing a version of the Little Lord Fauntleroy suit, a popular fashion for young boys in the late 1800s and early 1900s. 

Based on the clothing of the main character in the book Little Lord Fauntleroy by Frances Hodgson Burnett, the original Little Lord Fauntleroy suit consisted of black velvet knee pants and a jacket worn with a blouse with a large lace collar. Variations of the style stayed popular until about 1920.
