7. A Resolution approving the appointment of Chris G. Weiser to the Springdale Water and Sewer Commission, presented by Wyman Morgan, Director of Administration.
8. An Ordinance annexing certain property into the City of Springdale, Benton County, Arkansas, presented by Bill Watkins, Attorney for petitioner Patsy Simmons, property located on the north side of Moulton Lane and west side of Silent Grove Road.
9. Planning Commission Recommendations by Planning Director Patsy Christie:
A. An Ordinance amending Article 4, Section 2 of the Zoning Ordinance of the City of Springdale, Arkansas, declaring an emergency; and for other purposes. (Pertaining to amending the regulations to the MF-3 Low/Medium Density Duplex zoning district)
B. An Ordinance amending Article 4, Section 3 of the Zoning Ordinance of the City of Springdale, Arkansas, declaring an emergency; and for other purposes. (To amend the regulations pertaining to the C-5 Open Display District zoning district changed to Thoroughfare Commercial district)
C. An Ordinance amending Article 5 of the Zoning Ordinance of the City of Springdale, Arkansas; and for other purposes. (To add Use Unit 48, automotive, machinery, and equipment open display retail sales)
D. An Ordinance amending Article 4, Section 3 of the Zoning Ordinance of the City of Springdale, Arkansas, declaring an emergency; and for other purposes. (To create a commercial zoning district C-6 designed specifically for large product retail sales)
E. An Ordinance amending Section 110-134 of the Code of Ordinances of the City of Springdale, Arkansas, to allow for the designation of streets as parkways and boulevards; declaring an emergency; and for other purposes.
F. An Ordinance amending Chapter 110, Article VI., Street Names and Address Numbers; to change the name of an existing street; to declare an emergency and for other purposes.
G An Ordinance accepting the final plat of the Dakoda’s Place Subdivision to the City of Springdale, Arkansas, and declaring an emergency.
H. An Ordinance accepting the final plat of Arber Estates Subdivision to the City of Springdale, Arkansas, and declaring an emergency.

A. An Ordinance waiving competitive bids for the renovation of the Shiloh Meeting Hall and authorizing the execution of a contract for the renovation.

C. An Ordinance establishing a temporary moratorium on the placement of billboards in the City of Springdale; declaring an emergency; and for other purposes.

11. Finance Committee Report & Recommendations by Chairman Jeff Watson:
A. A Resolution amending the 2008 Budget of the Parks & Recreation Department.
12. A Resolution authorizing the execution of an Inter-Governmental Service Agreement, presented by Kathy O’Kelley, Police Chief.
13. A Resolution establishing a procedure for the selection and appointment of Civil Service Commissioners, presented by Councilwoman Kathy Jaycox.
14. A Resolution establishing a policy for the distribution of tickets for games of the Northwest Arkansas Naturals, presented by Wyman Morgan, Director of Administration & Financial Services Director.
15. A Resolution of the City Council for the City of Springdale, Arkansas, setting a hearing date on the petition of the City of Springdale, Arkansas, abandoning a street and street right-of-way, presented by Jeff C. Harper, City Attorney (all that portion of the street on Price Avenue lying east of Spring Street, and all that portion of the street on Commercial Street lying north of Johnson Avenue).
