The CITY OF SPRINGDALE is currently accepting applications until 4:00 p.m. on Friday, March 30, 2012 for the following position:

FIRE CHIEF

Qualified candidates must possess a Bachelor’s degree from four year institution and 11 years of related experience and/or training or equivalent combination, a minimum of seven years of management experience, and must possess a valid driver’s license, Firefighter II, Officer II, Hazardous Materials Technician, Inspector I and Instructor I Certificates or equivalents.

Duties include the supervision of a department of 117 employees with a yearly budget of $9.5 million, responsibility for $40 million in facilities and equipment,  manage all functions of the department in an efficient and effective manner while maintaining a high quality service delivery and make regular operation and departmental reports to ensure policies and operating guidelines produce the smooth operation of the Fire department.

The salary range for this position is $68,925 - $103,388.

FIRE CHIEF JOB DESCRIPTION:

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.

  1. Supervise the Assistant Fire Chief, Division Chief of Fire Operations, Fire Marshal, Training Officer and civilian staff.
  2. Develop the department’s proposed annual operating budget and capital expenditures budget for submission to the Mayor.
  3. Hold weekly management meeting with leadership team.
  4. Ensure that all functions of the department are managed in an efficient and effective manner, while at the same time, maintain high quality service delivery.  Make regular operation and/or departmental reports as requested by the Mayor.
  5. In conjunction with the management team, develop, administer and enforce the policies and standard operating guidelines that assist with the smooth operation of the department.
  6. Develop and present staffing level recommendations to Mayor to ensure adequate fire and paramedic coverage throughout the City of Springdale.
  7. Provide direction to the clerical personnel on a regular basis. 
  8. Meet with the Mayor and/or the rest of the City’s leadership team on a regular basis to maintain effective communications and to receive guidance and direction on Fire Department operations.
  9. Perform other duties as required or assigned.
Budget Responsibility:                                          $ 9.5 MM Annual dollars

Facilities and Equipment Responsibility:         $ 40 MM Total value

SUPERVISION RESPONSIBILITIES:

Directly supervises subordinate supervisors who supervise a total of 117 employees in the department and four civilian staff personnel. Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws.  Responsibilities include: interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND EXPERIENCE:

Bachelor’s degree (B.A.) from four year university or college and a minimum 11 years of related experience and/or training; or equivalent combination of education and experience with a minimum of seven years of management experience.

LANGUAGE SKILLS:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to write speeches and articles for publication that conform to prescribed style and format.  Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess or obtain a valid Arkansas Driver’s License, Firefighter II, Officer II, Hazardous Materials Technician, Inspector I and Instructor I Certificates or equivalents.

INTERNAL COMMUNICATIONS:

Regular contacts with the Mayor, City Council, department personnel and with other department heads as needed.

EXTERNAL COMMUNICATIONS:

Regular contacts with outside government agencies, fire academy, vendors, citizens, and media.

USE OF EQUIPMENT AND/OR COMPUTERS:

Must be proficient in the use of a personal computer, Microsoft Office Suite and standard office equipment. Proficiency in the use of all firefighting equipment is required.

OTHER SKILLS AND ABILITIES:

Ability to utilize both internal and external resources to obtain information and data necessary to carry out routine assignments and special projects. Must have ability to establish and maintain effective working relationships with management and staff.

SIGNS AND MARKINGS TECHNICIAN 

This position is responsible to design, manufacture, install and maintain all regulatory, warning and informational signs throughout the City of Springdale; install and maintain all pavement markings including, but not limited to school zones, crosswalks, and parking spaces; organize and set up work zones for the Public Works, Police and Fire Departments, and other duties that may be assigned.

SIGNS AND MARKINGS TECHNICIAN JOB DESCRIPTION

 SUMMARY

The incumbent is responsible to design, manufacture, install, and maintain stationary traffic control device throughout the City.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:  Other duties may be assigned.

Manufacture, install, and maintain all regulatory, warning, and informational signs throughout Springdale.  

Install and maintain all pavement markings including, but not limited to school zones, crosswalks, 
and
 parking spaces.

Organize and set up work zones for the Public Works, Police, and Fire Departments.

Work with City Planners, Civic Leaders, and citizens on special events.

Aid in public safety by keeping sidewalks, streets, and traffic signs free of obstructions such 
as tree limbs, brush, etc.

Check for and paint over graffiti throughout the City.

Purchase and order materials for the Sign Shop.

Estimate the cost of future developments and give this information to the Superintendent for 
Planning and Community Development.        

EDUCATION AND EXPERIENCE

High school diploma or GED plus specialized training and/or additional college courses and 12 to 18 months of related experience and/or training.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry. 

REASONING ABILITY

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid Arkansas Driver's License and IMSA certifications for work zones and level I signs and markings or possess the ability to acquire the required IMAS certifications within one year after employment.

INTERNAL COMMUNICATIONS

Daily contact with Signs and Markings Supervisor and other City Departments.  Weekly contact with Superintendent for Planning and Community Development.  Monthly contact with the Police and Fire Departments. 

EXTERNAL COMMUNICATIONS

Daily contact with citizens of Springdale.  Weekly contact with car rental agencies and part supply stores. 

USE OF EQUIPMENT AND/OR COMPUTERS

Must be proficient in the use of a one-ton flatbed sign truck, personal computer, cutting plotter, pressure roller, post driver, stripers, grinders, torches, and power and hand tools.

OTHER SKILLS AND ABILITIES

Ability to utilize both internal and external resources to obtain information and data necessary to carry out routine assignments and special projects. Must have ability to establish and maintain effective working relationships with management and staff.
