Officer who has demonstrated good knowledge of criminal law and criminal
procedure in pursuing justice for all persons. In enforcement of
the law, this police officer is impartial and pursues justice for all
persons. The recipient receives a Lady Justice statue, as Lady
Justice stands for the impartial pursuit of justice for all persons.
The City Attorney’s Justice Award was started in 2007.

City Attorney Justice Award
Sgt. Ed Motsinger is a 14 year veteran of the Springdale Police
Department and is currently assigned to the Criminal Investigation Division. As an investigator, Sgt. Motsinger
has been responsible for the investigation of many cases that have led
to successful prosecution. Whether he is investigating a murder case or
a city ordinance violation, Sgt. Motsinger always does an outstanding
job in having everything in his investigation complete when it is turned
over to the prosecutor's office. Justice is much easier achieved for all parties involved when a
criminal case is investigated thoroughly and because he epitomizes this
principle, Sgt. Motsinger is the recipient of the 2011 City Attorney
Justice Award.

efficient in warrant service, Corporal Bersi ensures justice for
defendants and the victim.

is very good in dealing with persons he comes into contact with, and has
been able to diffuse explosive situations because of his people skills.
In 2009, he and Probation Officer Jerry Tedford of Springdale

with a loaded weapon. Officer Bersi and Tedford's quick actions helped
to avoid what could have been a disastrous situation.

Sergeant
Billy Turnbough is the coordinator of the Springdale Nuisance
Abatement Partnership (SNAP), which is composed of several
departments within the City. In 2007, Sergeant Turnbough was
instrumental in making several arrests of persons who painted
graffiti on the property of Springdale citizens. The violators on
these cases all received the maximum sentence of 1 year in jail on
the charge of criminal mischief. Sergeant Turnbough then devised a
plan to help the victims of graffiti. He was able to get several
Springdale businesses to donate paint and paint brushes to the City
and then he organized a clean up detail of prisoners, who went out
and cleaned up the graffiti. Many of the prisoners were the persons
who were guilty of painting the graffiti. Over 70 victims were able
to get their properties cleaned up through this program. |
