A.        Law Enforcement Agency Making Arrests. 

          In the year 2006, there were 827 total arrests for violation of the Arkansas Omnibus DWI Act in Springdale, Arkansas.  Of this total, 788 arrests were made by the Springdale Police Department, 31 arrests were made by the Arkansas State Police, and 8 arrests were made by the Washington County Sheriff’s Office.

B.        Driving the Vehicle Compared to Actual Control (ACV)
           
Of the 827 total arrests for violating the Arkansas Omnibus DWI Act, 773 persons were charged with actually driving the vehicle, while the remaining 54 arrests involved persons who were not driving, but were in actual physical control of the motor vehicle while intoxicated (ACV).  The percentage of people charged with ACV represents approximately 7% of the total arrests for violating the Omnibus DWI Act.

C.        County of Arrest
          Springdale is located in two counties, with approximately 93% of the population living in Washington County and 7% living in Benton County.  Of the 827 DWI arrests made in Springdale, 815 (approximately 98.4%) occurred in Washington County, while 13 arrests (approximately 1.6%) occurred in Benton County.

D.        DWI Alcohol Compared to DWI Drugs.
           
Of the 827 total arrests, 22 persons were charged with DWI (drugs) rather than DWI (alcohol).  Those persons charged with DWI (drugs) made up approximately 2.66% of the total DWI arrests in 2006.
E.         Comparison of Totals For the Past Five Years.

          The 827 total DWI arrests made in 2006 is the third highest total of DWI arrests made in any year within the City of Springdale (there were 940 DWI arrests in 2004 and 949 in 2005).  The diagram below is a breakdown of the total number of DWI arrests made within the City of Springdale from year 2002 through the year 2006.

F.         Average Age of Persons Arrested for DWI
          The average age of persons arrested for DWI in Springdale in 2006 was 31.47.
G.        Average BAC of Persons Arrested for DWI
          Of the 610 total tests on record for blood alcohol concentration (BAC) given to persons arrested for violating the Omnibus DWI Act in the year 2006, the average BAC was .15847%.  This is down from .1610% in 2004 and .1603% in 2005.

I.         Location of Arrests
          Most of the DWI arrests that did not involve accidents occurred on highways within the City of Springdale.  The Chart below sets out the number of DWI arrests which do not involve accidents that occurred on the highways within the City of Springdale, Arkansas in 2006.

          Of the city streets in which DWI arrests were made, Elm Springs/West Huntsville had 23, which was the highest city street, followed by Emma Avenue with 22, and East Huntsville with 9.
J.         Reason for Stop

          In 173 cases, Springdale police officers were dispatched to a call which resulted in an arrest being made for violating the Omnibus DWI Act, and this does not include accidents.  Usually these calls involved a report of bad driving reported by a citizen on a cell phone.  On officer initiated contacts with the DWI offender (the officer was not dispatched), the number one reason for stopping the offender was driving left of center.  There were 156 cases in which the officer made a stop because the DWI offender was driving left of center.  Some other reasons for the stop noted in police reports and the number of those incidents include 44 persons stopped for speeding, 39 people stopped for driving with no headlights or taillights, 34 persons stopped for running a red light or stop sign, 17 persons ran up on the curb, and 17 persons were spinning or squealing their tires.

K.         Hours in Which Most DWI Arrests Were Made

          Not surprisingly, most DWI arrests not involving accidents were made in the early morning hours.  There were 117 DWI arrests made between 2:00 a.m. and 2:59 a.m., 114 DWI arrests made between 1:00 a.m. and 1:59 a.m., and 95 DWI arrests made between midnight and 12:59 a.m.  Also not surprising is that 72% of the DWI arrests were made between 7:00 p.m. and 3:00 a.m. and 85% of the DWI arrests were made between 6:00 p.m. and 6:00 a.m.

L.         Days in Which DWI Arrests Were Made

          Sunday was the number one day in which DWI arrests were made, with 253 persons being arrested on Sunday.  Saturday was second with 221, and Friday was third with 114.  Over 71% of the DWI arrests were made on Friday, Saturday or Sunday.

M.        Special Recognition

           
In 2006, nine Springdale Police Officers made 25 DWI arrests or more.  Officer Hunter Helms was first, making 71 DWI arrests, with Robert Hendrix second, making 69 DWI arrests.  For arresting the most DWI offenders, Officer Hunter Helms won the Mothers Against Drunk Drivers (M.A.D.D.) award for Springdale.  The 9 officers who made at least 25 DWI arrests in 2006 in Springdale are listed in Diagram 5 on the following page.
