Sec. 62-1. Library books; penalty for failure to return.
(a) It shall be unlawful for any person to injure, or to fail to return to the public library of the city, after written demand therefor mailed to the last known address of such person, any book, periodical or property belonging to the library. The written demand shall state that demand is being made pursuant to the authority contained in this section, and that failure to return the book, periodical or property specified within ten days from the date shown on the written demand shall be considered a violation of this section resulting in prosecution.
(b) Any person violating the provisions of this section shall upon conviction be guilty of a misdemeanor, and shall be fined in an amount not less than $10.00 nor more than $100.00.
(c) Nothing herein shall be construed as in any way affecting or terminating the system of civil fines and administrative sanctions now or hereafter employed by the library in connection with its program of lending books, periodicals and other property, but shall be supplementary thereto.

Sec. 62-2. Public library established.
The city council for the City of Springdale, Arkansas, in recognition of the 75th year of operation of the Springdale Public Library, and pursuant to the authority of A.C.A. § 13-2-501 et seq., hereby recognizes the establishment of the Springdale Public Library for the use and benefit of the inhabitants of the city, and the board of trustees will continue to operate the Springdale Public Library pursuant to the powers of A.C.A. § 13-2-502.
